Rifle, CO Citywide Bike Master Plan

Charlier Associates, Inc. led a multi-disciplinary team on a large downtown redevelopment project in Rifle, CO. The project was funded with a HUD Regional Challenge Grant and TIGER II funding to identify opportunity sites for redevelopment using place-making design components and an analysis of economic trends and forecasts. A key recommendation coming out of the TOD planning effort was to enhance multimodal connectivity by developing a citywide Bicycle Master Plan as part of Phase II of the project in 2013 to link all parts of the community into and through Downtown Rifle.

CAI utilizing innovative public outreach to develop the Rifle Bike Plan, including a kids’ planning workshop, a bicycle ride and workshop for regional leaders, and public gatherings as part of monthly “First Friday” events staged in the downtown. The end product is an easy-to-follow, graphically designed 15-page report that outlines what bicycling improvements need to be implemented, where, why, and how.
