Rifle Downtown TOD Strategic Plan

Charlier Associates, Inc. led a multi-disciplinary team on a large downtown redevelopment project in Rifle, CO. The project was funded with a HUD Regional Challenge Grant and TIGER II funding. The project was overseen by a project steering committee made up of representatives from local, regional and national public agencies. With help from the committee, the project team identified several catalytic large and small opportunity sites for redevelopment downtown. The development plan incorporates strong place-making design components and is backed by a thorough analysis of economic trends and forecasts.

CAI developed an action plan as part of this project that outlines a set of infrastructure improvements the City can make to support the recommended development opportunities. The plan also includes a detailed parking analysis, an integrated bicycle trail system plan, a transit vision, an energy plan, and other short, mid and long-term strategies to transform the downtown into a vibrant, pedestrian-oriented regional center. The plan is action oriented, defining funding opportunities, and initiating preliminary engineering that will enable high priority projects to be shovel ready.

The team led numerous public outreach components to inform the plan and involve the public. This includes a week-long design charrette, smaller one-day charrettes, an interactive project website, a downtown design and development academy made up of local citizens, several downtown events, focus groups, interviews and other stakeholder meetings. The team also worked closely with local governments, transportation agencies (including CDOT and RFTA), and private downtown landowners to build consensus, improve multimodal mobility, and achieve the City’s goals for revitalizing downtown.

Phase I of the project concluded at the end of 2012 and Phase II, which focused on design, engineering, and funding options to advance high priority projects wrapped up in January, 2014.

As part of Phase II of this project CAI facilitated a roundtable discussion with representatives from numerous federal, state and local agencies at the regional headquarters for the U.S. Department of Housing and Urban Development (HUD) in donwtown Denver on March 14th.
